  1. To provide a sense of permanence
  2. Capture a sense of the past, present and future
  3. Design a building that is welcoming, accessible and comfortable
  4. Create Architecture that reflects the ethnic, cultural and social identity of its constituents
  5. Make an iconic and unique architectural statement

As well as serving the needs of BSU, the building has an academic role by providing faculty offices and lecture space.
